Amendment No.1 and Technical Clarifications for the Research Laboratories Establishment Project

The Afghanistan Standard and Quality Authority (ASQA) has released Amendment No.1 and comprehensive responses to bidders' queries regarding the Research Laboratories Establishment Project (Ref. No: NPD/ASQA/1404/ICB/G-3293). This update ensures high-quality standards and technical transparency for all participating international and local bidders.

Key Updates Include:

• Equipment Manufacturing Standards: The required model and manufacture year for all laboratory equipment has been updated from "not earlier than 2015" to not earlier than 2020 to ensure modern technology.
• Technical Specifications: Detailed clarifications have been provided for the Polymer and Plastic Research Laboratory, including specific requirements for hydrostatic pressure testing stations, water baths, and vibration testing systems.
• Infrastructure Readiness: The laboratory facilities for Detergents and Non-Alcoholic Beverages are currently ready for installation, while construction for remaining sections is nearing completion.
• Logistics & Reagents: ASQA confirmed that while electricity (220V) and water are stable, the supplier is responsible for providing all necessary gases and reagents required for equipment operation.
• Payment & Currency: Bid submissions and payments remain in USD, though final currency terms are subject to National Procurement Commission (NPC) instructions at the time of award.
• Advance Payment: The request to increase advance payment was reviewed and remains at the current 10%.
