اداره ملی ستندرد (انسا) از تمامی داوطلبان واجد شرایط دعوت به عمل می آورد تا در پروسه داوطلبی تهیه و تدارک خدمات انترنت ضرورت سال مالی ۱۳۹۹ مرکز اداره و نمایندگی های آن اشتراک ورزیده، سافت شرطنامه را در فلش دیسک و یا سی دی به دست آورده، آفر های خویش را مطابق شرایط مندرج شرطنامه، قانون و طرزالعمل تدارکات به طور سر بسته بعد از تاریخ نشر اعلان الی ۲۱ یوم به آمریت تدارکات اداره ملی ستندرد (انسا) واقع سرک کابل جلال آباد نا رسیده به ریاست افسوتر سابقه ارائه دارند. آفر های نا وقت رسیده قابل پذیرش نمی باشند.
